Upgrade test cluster to newer version

Motivation

Test openshift versions before production upgrade
There have been issue with the Nvidia operator stack and different kernel versions, becasue of this we want to incrementally go through the different versions to ensure that nothing breaks

Completion Criteria

Test cluster on a new version of openshift with total functionality

Description

• Decide what version to stop at (Current newest is 4.21.17)
• Step through upgrades
• Test
