Harvard Disengagement - Migration to new Clusters

Motivation

Harvard is disengaging from NERC. This will require us to create new clusters, not on the HU network. We will then need to migrate users from the current cluster on the HU network over to the new cluster off the HU network.

Completion Criteria

Test migrating projects. Document migrating projects. Communicate often and early with clients. Mirage all users over from the old clusters to the new clusters.
