Add Nautilus SecureSDLC workflow (#140)

This PR adds the Nautilus SecureSDLC workflow to enable automated security scanning.

- adds .github/workflows/securesdlc.yml
- Enables security scanning on push events
- Supports workflow dispatch for manual runs
