Crash when Chrome GPO "Allow invocation of file selection dialogs" is disabled #387

Describe the bug
I don't want that the user is able to open a file selection dialog. The Kiosk option "Enable File Download" isn't helpful, because when I disable it, the user isn't able to open PDF files. But when the user opened a PDF, there is a file download button. In this dialog he can also open a cmd prompt.

To Reproduce

  1. Go to GPO console, user configuration, policies, admin templates, Google, Google Chrome, Allow invocation of file selection dialogs, disable it
  2. gpupdate or reboot Kiosk PC
  3. Open a PDF in Kiosk app as modal window
  4. Click on the download button
  5. App crashes

Expected behavior
A error message like "Access to local files forbidden by your administrator" (translated from German version). This is the default Chrome behaviour.
