Add back WITH_UV_ATLAS compile option

Proposed new feature or change

I would love to get an optional flag to compile out UVAtlas, similar to 5c55a75.

Reason being is that the project has been archived https://github.com/microsoft/UVAtlas and i don't use those features. I would rather not use deprecated dependencies, especially ones i don't need anyway. Thank you for the consideration.
