There's a new update since you posted: the v0.8.205 release notes, dated October 26, now list the Windows app download and opening a project folder in the app from the CLI.

The Windows download URL used by the CLI is Download for Windows. The corresponding change adds the Windows download URL and Studio download prompt, rather than just Windows support for the command-line renderer.

I haven't installed or benchmarked the Windows app, so I can't confirm whether its RAM/CPU usage is comparable to the Mac version. The release notes cover availability, but don't provide a Windows memory footprint or minimum hardware specification.
