The tools image built and passed its smoke tests, but publication stopped because its SPDX report was 17,275,038 bytes. actions/attest accepts at most 16,777,216 bytes.

  • For attestation preparation only, shorten document-local file IDs and update their typed references. Keep every package, file, checksum, license, and relationship.
  • Keep the exact original report and inverse ID map in the build artifact. The normalized SPDX document is the signed predicate; the sidecars are not separately signed.
  • Leave smaller reports, scan-only callers, Grype input, image digests, signer policy, and release gates unchanged. Fail before publication if the complete report still exceeds the limit.
  • Bump CDS images to 0.1.1 to retry the interrupted publication. No Dockerfile or tool-version changes.

Checks: 42 image/evidence tests, 9 container-policy tests, and all pre-commit hooks passed. The real failed report shrinks to 15,624,462 bytes. Both documents pass the official SPDX 2.3 schema; the inverse map restores the complete original JSON. All 2,618 packages, 15,177 files, and 27,524 relationships remain.

Native NVIDIA CPU4 canary passed on attempt 2: https://github.com/dsx-ai-factory/dsx-github-actions/actions/runs/40069050164 . The actual tools build, exact-digest smoke test, platform provenance and complete SPDX signing, index provenance, and strict registry retrieval/predicate checks all passed. The downloaded candidate evidence also passes the official SPDX schema, local-reference checks, and full-data inverse-map round trip. Attempt 1 stopped on a transient Quay HTTP 503 pulling pinned Skopeo; no checks were weakened for the retry.

The canary publishes only a run-unique candidate, never a version or latest tag. It uses the same production scripts; the subsequent PR commit adds only boundary/failure tests. The 0.1.1 release publication still needs to run after merge.

Summary by CodeRabbit

  • Bug Fixes

    • Large software bill of materials reports can now fit within the 16 MiB signing limit while preserving their records and references. The original report and an ID map are retained as evidence.
    • Reports that remain over the limit are rejected before signing; reports within the limit are unchanged.
  • Release

    • Updated container image tags and documented version to 0.1.1. Container contents and tool versions are unchanged.

Walkthrough

The Docker build action now compacts oversized SPDX reports during attestation preparation, retains the original report and an ID map, and rejects reports that remain above 16 MiB before signing. CDS container release metadata and examples now identify version 0.1.1.

Changes: SPDX Attestation and Container Release

Layer / File(s) Summary
SPDX file-ID compaction
.github/actions/docker-build/scripts/compact-spdx.jq, .github/scripts/tests/image-attestation.test.cjs
The jq filter validates SPDX identifiers and rewrites file IDs and mapped references. It returns an inverse ID map. Tests cover deterministic rewriting, preserved unrelated values, and rejected identifiers or versions.
Attestation size limiting and validation
.github/actions/docker-build/action.yml, .github/actions/docker-build/scripts/sbom-oci.sh, .github/actions/docker-build/scripts/limit-spdx.sh, .github/scripts/prepare-image-attestation.sh, .github/actions/docker-build/README.md, .github/scripts/tests/image-attestation.test.cjs
When attestation preparation is enabled, SBOM generation compacts reports over 16 MiB. The script retains the original report and ID map, and fails if the compacted report remains over the limit. Pre-signing validation also rejects oversized reports. Tests cover enabled and disabled preparation, unchanged small reports, evidence retention, and failure cases.
CDS container version 0.1.1
cds-containers/VERSION, cds-containers/README.md, cds-containers/CHANGELOG.md, cds-containers/tests/test_security_runtime.py
The version file, image tags, examples, changelog, and release note now identify version 0.1.1. The runtime test expects the updated version.

Assert the signing-limit error in the enabled-mode test.

The prepare-attestation=true case checks only for a non-zero exit. A broken limit-spdx.sh path could produce another error and still pass. Assert the signing-limit message so the test proves that the limiter rejected the report.
