ci: assign 27Bslash6 on release-please release PRs

release-please's config schema has no assignees/reviewers option, so add a
guarded follow-up step: when the release-please action reports a PR via its
pr output, assign 27Bslash6 with gh pr edit using the existing app token.
No-op when no release PR was created or updated.
