Create a report of message counts in various name/level combinations in the TRACE memory

It would be neat to have a summary of all of the message counts in a given TRACE buffer, to help with disabling levels that are being too loud.

For example:

Possible improvements to the mock-up:
Don't print names with no messages (blank report lines)
Print named levels with their names (DBG, ERR, etc.)
