It's still happening, and it's MUCH WORSE now! It's almost impossible to do a whole cell to space run without crashing because of this

This is probably just an entirely unrelated issue caused by high-res texture mods or something similar, the crash reports show your game has very little memory left. the chance it's actually caused by the Spore ModAPI Launcher Kit is next to nothing imo.
