Remove use of `HAS_VARIADIC_TEMPLATES` #1366

With #1364 having established C++11 as a baseline, we can now proceed and remove use of HAS_VARIADIC_TEMPLATES ... along with the large number of generated files it uses for the old pre-C++11 case.
