Make OpenPrinting foo2zjs repository

I've made a patch for the old foo2zjs bug, and Fedora maintainer don't want to accept it in their package only.

foo2zjs website does no longer work, there's no already established repositories I can contribute to.

Let's make OpenPrinting foo2zjs repository, as have been done with splix!

+1 for creating a new repo, but we have to make clear it is only for code sharing purpose and not the supported one - I'm not sure about @michaelrsweet and @tillkamppeter , but I don't have any printer supported by the driver, so I cannot attempt to implement/test/verify any printer related changes there, and rely on the printer owners to do the right thing and send the patch.

We should transfer this to OpenPrinting.

As SpliX this is only to keep the code available, to apply patches and bug fixes centrally, so that all distros can pick them up.

This file is part of Ubuntu's DEB package of foo2zjs and documents the available repos and what from them is used in Ubuntu's package:

There's only one https://github.com/mikerr/foo2zjs which get updates, but it's focused on HBPLv1 fixes only.
I grabbed the Debian salsa git repo as a base for my repository.

I do not have any printer which is supported by foo2zjs, so I cannot really test the driver.

foo2zjs suite supports lots of older protocols, I work with these printers frequently. All the fixes I contribute are not blind, all are tested on a real hardware first.

@ValdikSS could you please check through the patches in debian/patches/ if there are some applying to this foo2zjs source code and apply them, and after that, remove the debian/ directory? The Debian packaging is handled by the Debian folks on Salsa, we should only ship upstream code.

Could you also check through the repositories which I had linked in NEWS.txt, as I have shown in a comment here and also through the repo of mikerr which you mentioned and apply fixes from there to our repo here?

The debian/patches patches are all already applied in the debian/main repository which I based my main-fixes as far as I can see. So right now we have Debian patches and my patches on top.

I'll check the other fixes later.
