To make the docs more navigable, we should allow all headers to be collapsible by the user while viewing. This likely requires use of additional sphinx plugins. I am not sure if that will work on markdown in jupyter notebooks.

Note: if this can't be done automatically (without requiring adding boilerplate formatting to every header manually) then we should not do this.
