Update Brotli to v1.0.8 and ZStandard to v1.5.0

Hi Nolan,

Thank you provide this framework for everyone. I have used this framework for compressing files in an iOS App project. I had checked this framework with the WhileSocrce tool. But, it recommended this ZipUtilities framework's 'Brotli' library update to v1.0.8 version and 'ZStandard' library to v1.5.0. Hope you can update these two libraries for a new release. Thank you

Brotli has been updated to 1.0.9. I do not have time to update ZStandard, but if someone puts up a pull request, I can facilitate. Thanks!
