Go to the Azure SQL hub at aka.ms/azuresqlhub.

Under SQL Server select SQL Server on Azure VMs to open the SQL Server on Azure VMs page.

On the SQL Server on Azure VMs page, select + Create to open the SQL Server on Azure Virtual Machines page.
