Update the CPLHIST data with new data from the cesm3.0 fully coupled spinup from cesm3_0_beta08

Once, CESM3.0 is finalized for the coupled model and cesm3_0_beta08 is made. There will be a coupled model simulation made to output CPLHIST for the surface models to use: land, ocean, glacier. Once that is done we should update the CPLHIST data being used to that new data, so that it will be used by default in our testing. This doesn't have to happen before surface model spinups began, but it would make it easier.

From the CSEG meeting just now, we need a first go of this after step 1 of the CESM spinup is complete (see below for the steps). CISM needs CPLHIST data for DLND for it to do some spinup after step 1 is done, so that CISM can be turned on in step 3. MOM and CTSM then need CPLHIST data for DATM in order to do offline spinup for step 5.

From looking at how this is setup now, there are XML variables for the case that refer to each model type. So for example for DATM you have:

• DATM_CPLHIST_DIR
• DATM_CPLHIST_CASE
• DATM_YR_ALIGN/DATM_YR_START, DATM_YR_END (Other components have CPLHIST as part of the names for these)

So when CPLHIST mode is chosen the new standard forcing files can be pointed to in the config_component.xml files for that component. The file convention for the filenames has changed as well, so the files will need to change in streams_definition_datm.xml as well (and for each specific component similarly).
