CI: target API 33 to match pinned p4a's NDK r25b (max android-33)

android.api=34 made ndk-build set APP_PLATFORM=android-34, which NDK r25b
rejects ('above the maximum supported version android-33'). Target 33; minapi
stays 24 so device coverage is unchanged.
