GitHub webhook / workflow starter (future)

Phase C in agent-roadmap.md.

This service will:

  1. Receive GitHub webhooks (issue labeled, PR opened, repository_dispatch)
  2. Validate signature
  3. Call Temporal Client to start AgentRunWorkflow (or a dedicated RepoAgentWorkflow)

For v1, use GitHub Actions instead — no public URL required.
